PURPOSE:To provide the method for compressing picture information, especially for compressing moving picture information at a high compression rate, the compressed picture information recording medium recording the compressed picture information and the device for reproducing the compressed picture information at a high speed. CONSTITUTION:Each picture frame forming moving picture information is divided into a key frame and a motion compensation frame, and the key frame is divided into blocks, and a picture pattern of each block is subjected to vector quantization by employing the Khonen's self-organizing characteristic mapping algorithm. A motion vector is decided for each block of the motion compensation frame, and a motion vector pattern of each block forming a large block is subjected to vector quantization by employing the Khonen's self-organizing feature mapping algorithm. A compressed picture information recording medium includes an index recording area recording a representative number of each block or large block and a representative vector recording area recording area recording the information corresponding to a code book. The compressed picture information reproducing device includes a data read means, a key frame restoring means and a motion compensation frame decoding means. |
