PURPOSE:To issue a parking ticket discounted by a lottery at the time of entering by calculating a parking charge by lottery data read from a magnetic read part for parking time calculated in a time calculation part. CONSTITUTION:In a magnetic recording part 14, the lottery data read in an election winning table 13 are magnetically recorded in the parking ticket along with time data from a clock part 17. When a vehicle leaves, the magnetic read part 18 reads the lottery data of the magnetic data of the parking ticket and the entering time. The time calculation part 19 calculates the parking time from a difference between the present time of vehicle leaving and the recorded entering time and transmits a result to a parking charge calculation part 110 and the parking charge calculation part 110 receives the lottery data of the read part 18 and parking time data from the parking charge calculation part 110, decodes the lottery data and performs the processing of discount contents for the time of the parking time data. That is, discount service time is subtracted from the parking time and the parking charge by the new parking time obtained as the result is calculated.
