The device comprises a pulse shaper(5) for pulse-shaping the detected frequency, a counter(1a) for counting the output pulse of the pulse shaper up to a set value, a timer(1b) for generating real time clock, and a system controller(1) for switching a system to V-V(video to video) mode. The method comprises a first process for detecting and pulse-shaping the frequency generated form the capstan motor(2) according to the LP, EP, or SP mode, a second process for counting the output pulse of the pulse shaper(5) up to a set value to calculate a period of the counted value in real time and compare the period with reference real time clock of the timer(1b), and a third process for increasing a count value up to the set value to switch a system to V-V mode when the compared result of the second process is equal to reference real time of the normal system. |
