The apparatus manufactures the shopping bag and simultaneously opens the manufactured bag in order to insert the commodities into the bag. It comprises a roller(2) supplying a packing vinyl; a package forming means(6) reciprocated by a cylinder(5), and having heat wires(3,3') and cutting blades(4,4'); a package size adjusting means(9) moving up and down by cylinders(7,8); a commodity storage chamber(10); a package lift means(13) having a pin(12) driven by a solenoid; a vaccum absorptive means(14) for opening the package.
