Polyether polyamine of molecular weight of 20,000-50,000 for a modifying agent is prepared by mixing 100 wt% dicyano compound of polyether of 3,000-5,000 molecular weight such as polyethylene glycol or polypropylene glycol, 50-80 wt% pure water, 3-7 wt% raney nickel and 3-7 wt% activated carbon, reducing under hydrogen pressure 20-30 kg/cm2 with the mixed catalyst including pure water, Raney nickel and activated carbon at 50-100 deg.C for more than one hr. in the autoclave, removing the solvent and catalysts. The molecular weight of polymer is investigated by gel permeation chromatography.
