The oscillating vane (2) is placed inside a chamber (1) that has two suction inlets (5,6) and a single suction outlet (7). The vane oscillates between two positions, alternately opening and closing the suction inlets. The vane oscillates about a pivot (8) which is placed so the vane is in unstable equilibrium in the fluid stream. The instability is generated by fluid flow over the vane profile causing a pressure differential that displaces the vane. The walls of the chamber are fitted with elastic buffers (3,4) at the point where the edge of the vane comes in contact with the inner wall of the chamber. Oscillating motion can be generated by an electric motor driving the vane through a crank mechanism.
