(1) compressing the tabacco stems to release a fiber texture; (2) threshing the compressed tabacco stems to 3-100 mesh; (3) mixing 5-50% threshed tabacco stem powder and 50-95% by product powder (for example leaf stems, leaf chips, fragments etc) produced in tabacco manufacturing process; (4) forming the mixture to sheet shape by adding a hydrophobic adhesive agent, a damp supplementing agent and a flocculant, and pressing between a pair of rolls.
