METHOD AND DEVICE FOR CODING

PURPOSE:To prevent the deterioration in picture quality due to a prediction error and to attain more efficient coding by arranging processing frames so that a frame with low correlation such as a scene change is not in existence between inter-frame coding processing frames. CONSTITUTION:Picture information is received by a picture input section 100. When a scene change detection section 101 detects a frame with small correlation between frames, a frame arrangement decision section 102 arranges processing frames so as not to refer the frame with low correlation. The coding method of each frame is tentatively stored in a frame arrangement storage section 103. Then a frame processing order revision section 104 reads frame data according to frame arrangement information in the frame arrangement storage section 103 and provides an output to a motion vector detection section 105. The processing after the stage of the motion vector detection section 105 is conducted by a usual method and the resulting data are outputted from a coding data output section 114.
