摘要

PURPOSE:To relieve unnaturality on visual sense by detecting an excess of a code quantity in advance and coding a motion vector forcibly with priority so as to correct and reproduce a video image of a missing block due to the excess without provision of a special means to a decoder. CONSTITUTION:A video signal is processed to be blocks and the signal or a difference signal between the signal and a prediction signal is selected by a signal selection section 104 and the selected signal is coded through an orthogonal transformation section 105, a quantization section 106, and an over- modulation coding section 107. When an excess detection section 123 detects the excess of an output code, the difference is selected without fail and a motion vector detected by a motion detection section 116 is provided as an output.
