PURPOSE:To retrieve an index on the side of restoration even when encoding only the block area changing an image up to a preceding frame. CONSTITUTION:Discrimination information and a variable length code is separated from code data by a code separating means 12, and an image is decoded from the separated variable length code by a decoding means 18 for each block. The number of valid blocks for one frame is counted from the separated discrimination information by a valid block counting means 14, only the frame number provided with the valid blocks more than a threshold value is restored by an image restoring means 20 while using a restoration discriminating means 15 and the block image signal decoded by the decoding means 18, and the index can be retrieved. |
