PICTURE CODER

PURPOSE:To reduce the deframing of a display picture caused when a frame during transmission is not displayed due to a transmission error. CONSTITUTION:A picture storage device 103 stores picture data of each input frame sequentially from a pre-processing unit 115 and a frame memory 131 stores a newest transmitted frame decoded in a predetermined storage area. When a frame selection section 108 discriminates disable display of a frame during transmission, the section 108 discriminates the propriety of display of each frame stored in the picture storage device 103 and selects a frame whose frame number is smallest and capable of being displayed among picture data stored in the picture storage device. A coder 106 applies prediction coding to picture data of the selected frame by using a newest stored and transmitted frame in the frame memory 131 as a reference frame and outputs the frame to a transmission buffer 127. Even when the frame during transmission is unable to be displayed due to a burst error such as fading, the deframing of the display picture is minimized.
