PURPOSE:To improve the picture quality by eliminating a defect of picture quality deterioration such as fog in an interpolated picture, edge deviation and discontinuity in contrast. CONSTITUTION:One or both of two consecutive transmission frames sent to a receiver side are divided into a polygonal patch in a frame interpolation circuit 20. Furthermore, Based on a motion vector of each block of a transmission frame, an affine transformation decision circuit 22 decides affine transformation with respect to an interpolation frame for each polygonal patch. An interpolation frame scanning circuit 23, an affine transformation circuit 24 and an interpolation frame memory 25 are used to generate interpolation frame data through the use of affine transformation. |
