The color signal inserting device comprises; a delay for delaying a digital color signal by one horizontal period; a first operator for adding a signal of about 1H, and at the same time adding a signal of about 3H on the basis of a predetermined output of the delay; a first multiplier for dividing the output signal of the first operator by a first predetermined value; a count processor for multiplying the signal transmitted from the first multiplier by a weight value of second and third predetermined values; a phase delay for controlling the phase of the digital color signal output from a standard tab of the delay; second operator for operation of the color-difference signals from the count processor; a second multiplier for dividing the output signal of the second operator by a predetermined value; and a selector for receiving the color-difference signal transmitted from the phase delay and first multiplier and for cross-switching it.
