PURPOSE: To provide a solving means which can be quickly inserted in a normal surgical environment and can be allowed in safety and economical efficiency for a patient by providing a tubular element stably insertable into a blind socket and two independent locking means operated by facing each other in one direction. CONSTITUTION: A device is composed of a tubular element 5 and first and second locking means 7 and 8 to funcation by facing each other in one direction, and its tubular element 5 is thereby fixed inside a blind socket 6 formed in a part of a neck part 3. Such first and second locking means 7 and 8 are designed so as to be operated by causing partial deformation of the tubular element 5, and in this way, the tubular element 5 is stably detained in the socket 6. These are made of an organismically compatible material.
