<p>PURPOSE:To suppress picture quality degradation caused by transmission error on the right side of a picture. CONSTITUTION:One picture is horizontally divided into five parts and vertically divided into 10 parts and divided blocks are prepared. Each divided block is composed of 30(=6X5) reference blocks. Priority Bw higher than that of divided blocks at the periphery the picture is applied to the divided block at the center of the picture. One reference block is extracted from respective divided blocks An, Bn, Cn, Dn and En (n=1-10) and a fixed length encoding block is constituted. Extracted five reference blocks An(i), Bn(i), Cn(i), Dn(i) and En(i) are arranged in the order of the priority Bw and orthogonally transformed, and variable length encoding is performed.</p> |
