PURPOSE: To display a wide screen TV image on both wide/non-wide receivers without causing distortion by sampling the wide screen TV image so that all of the information is prepared for a current prescribedμs active video line time. CONSTITUTION: Luminance data are written in a luminance line storage device 402 of a decoder 400 at a sampling frequency, chrominance data are similarly written in a chrominance line storage device 406 and the data are read at a lower frequency respectively. Two each storage devices are given to the luminance data and the chrominance data, and while one-set of devices (404, 408) are read, the other-set of devices (402, 406) are written. A controller 415 receives data including a selection signal from a switch 410, reproduces the selection signal and gives the remaining data to a television receiver. The selection signal is decoded by the controller 415 and used to produce a start address and an end address to read luminance and chrominance components from the line storage devices 402-408.
