The invention provides a cutter head device for a propeller of a small diameter pipe, which can satisfactorily excavate a base rock layer and the like in a tunnel to favorably propel the small diameter pipe, improve a lifetime of disc cutters and substantially increase an excavating distance. To implement these features, rotatably provided on an outer periphery at a front face of a cutter head body (1) is an outer periphery excavating disc cutter (4) for excavating an outer periphery of a tunnel (11).
