Trialkyl phosphate is prepared by adding and mixing base dissolved in water, organic solvent and alcohol into a reactor; and dropping oxy phosphorus chloride at 0-50 deg.C then removing the water layer; and distilling under reduced pressure the remained organic solvent layer. Pref. the alcohol is methanol, ethanol, isopropanol, n-propanol, t-butyl alcohol, or octyl alcohol, and its amt. is 3-15 mole w.r.t. oxy phosphorus chloride; the base is caustic potash, potassium carbonate, sodium carbonate, potassium hydrocarbonate, or sodium hydrocarbonate, and its amt. is 2.5-5 mole w.r.t. oxy phosphorus chloride; the org. solvent is ethylene dichloride, chloroform, chlorobenzene, carbon tetrachloride, toluene, or benzene.
