A phase-separated membrane in which the control of permeation rate and the control of permeation amount of a minute amount of drugs or other chemical substances are easily performed is provided. The phase-separated membrane has a constitution that a crosslinked gelatin phase 1 and an uncrosslinked segmented polyurethane phase 2 are present as a mixture. The segmented polyurethane phase is in a solid state at ordinary temperatures and is molten into a liquid state at 30 to 40.degree.C which is near the temperature of human skin.
