The ethyl silicate 28 is dissolved in an alcohol to be added with pure water and acid for partial hydrolysis of silicate, and mix with tin chloride and antimony chloride under stirring to produce a solution of partially hydrolized silicate. A dye comprising acid violet 52 and solvent blue 70 and solvent violet 2 in the mixing ratio of 2:3:1 is added in the amount of 0.1-30 wt.% relative to the whole to the above solution to produce a coating composition. The composition is coated on the surface of panel of a rotating bulb by a spin coating method of which speed is 160 rpm to be treated by NH3 gas or 0.1-5% of hydroxide solution and the coating is sintered for 30 min at 180 deg.C and dryed.
