PURPOSE:To provide a packet transmitter capable of a priority transmission proportional to the data quantity of a packet high in transmission priority order. CONSTITUTION:A general packet is registered in a general queue 131B, and a priority packet is registered in a priority queue 131A. When the priority packet is registered in the priority queue 131A, the number of blocks PDUi (A) of the registered packet is subtracted from a count value N2. When the subtracted result is less than 0, the packet registered at the head of the general queue 131B is moved to the tail of the priority queue 131A, and registered. Afterwards, a value obtained by multiplying the number of blocks PDUi (B) of the moved and registered packet by a priority transmission rate R is reset as the count value N2. Thus, the transmission packets are rearranged so that the ratio of the data quantity of the priority packet to the data quantity of the general packet can be matched with the priority transmission ratio.
