The invention relates to a silicon-containing, semisolid composition which does not diffuse on the surface. The silicon composition contains: (A) 100 parts by weight of organopolysiloxane, (B) from 0.1 to 50 parts by weight of thickener, (C) from 0.01 to 20 parts by weight of fluorine-containing surfactants, and (D) from 0.1 to 20 parts by weight of volatile, water-soluble solvent.
