PURPOSE: To improve movement plotting in an output video signal from the frame of a film by generating a series of successive scanning format frames from a video signal generated in 3232 pull-down for obtaining a moving vector, and operating movement compensating temporal interpolation. CONSTITUTION: A progressive scanning converter 1 converts an input field into a progressive scanning format frame at the same rate. A sequence detecting circuit 2 compares the pixel blocks of each progressive scanning frame with the following frame, and obtains a moving vector. A control logic circuit 3 generates an interpolation coefficient for generating an output field, and supplies it to a frame and vector frame selector 4. The selector 4 temporarily stores the outputs of the converter 1 and the circuit 2 through delay circuits 6a and 6b, and supplies them with the interpolation coefficient to an output field generating circuit 5. The circuit 5 generates a prescribed field/second video signal by using the supplied progressive scanning frames, moving vector, and interpolation coefficient.
