PROBLEM TO BE SOLVED: To stably obtain good images as toners are adequately regulated and electrostatically charged by a regulating member with a developing device which brings the regulating member into pressurized contact with the surface of an image carrying member to regulate the amount of the toners conveyed to a developing region and to electrostatically charge the toners. SOLUTION: The developing device for regulating the amount of the toners conveyed to the developing region and electrostatically charging the toners by holding the toners t on the surface of a toner carrying member 11 and bringing the regulating member 13 into pressurized contact with the surface of the toner carrying member during the course of conveying the toners to the developing region facing the image carrying member 1, and impressing the voltage to the regulating member in which the toner carrying member and the regulating member are respectively provided with surface layers having rubber hardness ranging from 30 to 70 deg. and the rubber hardness of the toner carrying member is specified to the rubber hardness higher than that of the surface layer of the regulating member, the electric resistance value of the toner carrying member to a range of 1×107 to 1×1012Ω.cm and the electric resistance value of the regulating member to <=1×105Ω.cm. |
