A vehicle steering wheel restricting apparatus (10) that when attached to a vehicle steering wheel (50) deters an unauthorized vehicle removal. The apparatus (10) consists of an arcuate cavity (12) that is sized to be inserted over the rim of the wheel (50). Attached to the cavity (12) is a key-operated locking assembly (14) that operates in combination with a locking rod assembly (16). When the assembly (16) is depressed inwardly and locked by the assembly (14), the cavity (12) is secured to the wheel (50). To the back end (12B) of the cavity (12) is attached a cavity sleeve (13) that is sized to slidably accept a wheel restricting rod assembly (20). The assembly (20) can be placed in either a stowed position or an extended position.
