The invention relates to an oral composition, such as a dentifrice or mouthwash, containing an efficient amount of a substantially water-insoluble noncationic antibacterial antiplaque agent, such as 2,4,4'- trichloro- 2'-hydroxydiphenyl ether (triclosan), about 0.005-4% of polyvinyl phosphonate by weight, with repeating groups of <IMAGE> and having an average molecular weight of about 1000- 1,000,000, and an orally acceptable vehicle which is capable of dissolving the antibacterial substance in saliva in a sufficient antiplaque quantity, the oral composition having a pH of about 4.5-10.
