PURPOSE:To restore a picture whose picture quality is deteriorated, and to simplify a picture processing means by using a neural network having a learning function, operating learning by using the deteriorated picture and the original picture, and making the neural network itself operate a correction processing. CONSTITUTION:The learning of a neural network 3a is operated by using the picture element to be restored and the plural surrounding picture elements of picture data after a system in which the change of the picture is generated as an input signal, and using the corresponding picture elements of the original picture data before the system in which the change of the picture is generated as a teaching signal. Then, the objective picture element and the plural surrounding picture elements of the picture data after the system in which the change of the picture quality is generated are inputted to the learning neural network 3a, and the data outputted from the neural network 3a are used as the restored picture. |
