PURPOSE:To accelerate the activation of oxygen by forming solid electrolyte in the air electrode side of an electrolytic cell with ceria group oxide and solid electrolyte on the fuel electrode side with yttria partially stabilizing zirconia, in two-phase structure. CONSTITUTION:Ceria group oxide 2 as solid electrolyte 8 is arranged on the air electrode side 1 and yttria partially stability zirconia 3 is arranged on the fuel electrode side 4. The air electrode 1 and the fuel electrode 4 are connected via a conductor 5, and an air or oxygen flow passage 6 is formed on the air electrode side 1 and a hydrogen or carbon monoxide flow passage 7 is formed on the fuel electrode side 4. The reaction of oxygen with hydrogen gives a preset operating temperature to cause the movement of oxygen in the electrolyte 8 and the flow of electron ions through the conductor 5 in the form of a generation system.
