PURPOSE:To obtain an excellent reproduced picture by arranging data in a hierarchical structure so that data are arranged in a small range to the utmost thereby extracting much more significant data. CONSTITUTION:Data of an AC component are arranged in an area for the AC component prepared in advance and whether or not non-allocation data remain is decided with respect to a succeedingly decided buffering unit and when the data arrangement is not finished, the AC data are arranged for each of 2-transmission unit blocks BL13-BL15. Then whether or not all data arrangement is finished in a buffering unit (4 SYNC blocks in this embodiment) is decided and when the end of arrangement is not detected, the AC data are arranged in the unit of the SYNC block SB4 and when the end of arrangement is not detected, the processing is transited to the step where the AC data are arranged in the unit of two SYNC blocks. Then the AC data are arranged in the unit of buffering via the similar decision steps.
