PURPOSE:To improve the frequency reusing efficiency by the physical miniaturization of a radio base station service area without performing the change/ addition of a radio base station device. CONSTITUTION:Plural calling channel devices 41,..., 4n are divided into the groups of a calling channel device group 50 for internal area and a calling channel device group 51 for external area. A radio base station service area 30 is logically divided into an internal area 32 and an external area 31 according to expected calling amount. The minimum desired wave level in the calling channel device for internal area is highly maintained and the frequency reusing distance interval of the calling channel for internal area is shortened by a desired wave level.
