<p>PURPOSE:To reduce the influence of data errors in the visually important center part of a screen and to reduce the visual degradation of the entire screen by performing the prescribed number of blocking from center alternately to left and right, taking out picture data and encoding them. CONSTITUTION:Input picture data divided and made to be the unit of block by a blocking device 102 and input picture data are taken out from the center of the horizontal arrangement of blocks alternately to left and right, the data are rearranged and encoding is performed in the rearranged order of the blocks in a high efficiency encoder 104. Thus, by first encoding and outputting the blocks close to the center in advance and performing reproducing from the visually important center part of the screen, even when the data errors are generated in the beginning, a probability that the center part of the screen is omitted is made small and the visual degradation for the entire screen can be reduced.</p> |
