<p>PURPOSE:To improve subjective evaluation of a decoded picture by using an information occurrence quantity of a coding means in each picture division block in addition to a residual capacity of a buffer memory as an input of a rate control means so as to attain coding depending on local property of the picture. CONSTITUTION:The coder is provided with N-sets of coding means 12-15 coding N-sets of outputs from a picture storage means 11, a multiplexer means 16 multiplexing N-sets of outputs to obtain a coded output and outputting information occurrence quantities 112-115 of the coding means 12-15, and a buffer memory for smoothing the coded outputs. Then a data storage means 17 provides a residual quantity 116 of the buffer memory and a rate control means 18 references N-sets of information occurrence quantities 112-115 and the residual capacity 116 of the buffer memory to designate a quantization step to the coding means 12-15. Thus, while referencing the information occurrence quantities 112-115 of the coding means 12-15 in parallel processing, rate control is executed, then the control depending on the local property of the picture is freely set.</p> |
