The upper and lower limits of the probability distribution of the number of arrivals at an arbitrary arrival rate, and the upper and lower limits of the distribution of the arrival rate in the case of a single kind of call are stored in advance. The distribution of the arrival rate and the number of arrivals are determined with reference to those limits stored (step 104). The upper and lower limits of the cell length distribution determined in the case of the arrival rate and the number of arrivals, and the evaluation values of the QOS parameters on the safe side are found (step 106). Whether or not the call can be received is judged in accordance with the QOS parameters thus obtained. By this method, it is also possible to specify a function describing the upper limit of the probability distribution of the cell flow rate on the output line side. Abnormality of the cell flow rate can be detected by the use of the threshold value which is calculated using this function. By a similar method, it is possible to evaluate the cell length distribution when UPCs exist on the output line side. From the results of this evaluation, the correct value to be declared to the UPC is obtained when inter-network connection is made through the UPC.
