PURPOSE:To improve compression efficiency with a simple circuit by dividing a screen into prescribed numbers, making the output order of the picture block data of respective screen areas identical among the screen areas and turning the recording value order of data to the output order of a shuffling circuit. CONSTITUTION:The data are rearranged in an order suited to high efficiency encoding in an input shuffling circuit 3. Thus, the pictures of one frame are divided into picture blocks and picture areas. The picture blocks of the respective screen areas are outputted in a prescribed order. The order of the picture blocks of respective picture block groups is arranged from the picture blocks of the screen area in the center of the screen and the data are added to an encoding circuit 4. A processing is executed for each picture block and then a variable encoding processing is executed so as to contain a total data amount in the prescribed numbers of SYNC blocks for each picture block in the circuit 4 and the data are stuffed in SYNC block data areas from low-band components. Then, SYNC block data are rearranged in the order to be recorded on video tracks by a recording deshuffling circuit 6.
