摘要 <p>PURPOSE:To encode an interlace picture with a high efficiency and high quality. CONSTITUTION:A prediction error signal 52 is obtained by subtracting a prediction signal 60 from an input picture signal 51, picture elements of a luminance block included in a macro block in a picture are properly rearranged at a block rearrangement section 21, picture elements of a quantized signal 53 is subjected to oblique zigzag scanning or simple vertical scanning at a scanning selection device 24, and variable length code data 54 are outputted from a Huffman coder 25. The signal 53 is subjected to inverse quantization and inverse transformation, picture elements of a block are rearranged by a block rearrangement device 33, a quantization error signal 55 is obtained and it is added to the signal 60, a decoded signal is stored in frame memories 38,39, motion compensation is executed in motion compensation circuits 42,43, to obtain an interpolation prediction signal 66 and the prediction signal 60. Thus, adaptive prediction of a field/frame, block rearrangement, and oblique zigzag scanning or simple vertical scanning are properly selected and the purpose is attained with a minimum quantity of the hardware.</p>
