PURPOSE:To prevent a mortar layer from being affected by the volumetric expansion of a heat accumulating panel. CONSTITUTION:A latent heat accumulating material, accompanying the change of volume under the process of melting and solidifying, is formed on a plate type heat accumulating panel 1. A plurality of projections 2 are provided on at least one side 1a of the heat accumulating panel 1. The heat accumulating panel 1 is provided on a heat insulating layer 9 so that respective projections 2 of the heat accumulating panel 1 are abutted against the surface of the heat insulating layer 9. An air layer 11 is formed between the heat accumulating panel 1 and the heat insulating layer 9. The heat accumulating panel 1 is burried into a mortar layer 12 together with heaters 6. A force, generated by the volumetric expansion of the heat accumulating panel 1 upon accumulating heat, can be mitigated by the air layer 11.
