The invention relates to a steel band punching implement with a holding-down device, in the case of which the punching tools (2), which are held in a base plate (1), are surrounded by a compressible, elastic intermediate layer (1') which is applied to the base plate (1) and by a dimensionally stable covering layer (1'') which is applied to the intermediate layer (1') and serves as a holding-down device. To achieve this, the individual punching tools (2) are fixed to an assembly plate (9). The individual punching tools (2) have, to improve distribution of the liquid plastic compounds, holes (4) and/or slots (5). A frame (10) prevents the flowing out of the plastic compound(s) and may determine the thickness of the base plate (1) or the base plate (1) and the intermediate layer (1').
