<p>PURPOSE:To efficiently record data with comparatively small capacity on a recording medium and to highly precisely reproduce a crucial scene (still picture) by linking display as the still picture with display as a moving picture. CONSTITUTION:In the string (0-n) of the frames 1 of the continuous and prescribed moving pictures, picture data of a 0-th frame 1 is highly precisely encoded by making the frame 1 efficient, and picture data of several subsequent frames are encoded by the compensation of movement between frames where a movement effect for reducing the grade of picture quality as a center. Highly efficient encoding as the still picture of the necessary frame 1 and encoding as the moving picture are recorded in the recording medium in accordance with the picture capacity of the frame 1. Thus, data quantity recorded in the recording medium is reduced. At the time of reproduction, the still picture recorded in the recording medium is reproduced in parallel to the reproduction of the moving picture.
