PURPOSE:To improve the picture quality of recording and transmission by compressing and transmitting a moving picture at the limit transfer speed of an image recording device or the limit transfer speed of a transmission system. CONSTITUTION:An input image signal is passed through a two-dimensional high-pass filter 11 and one field of absolute values of high frequency components of all effective pixels is integrated by an accumulator 12. A Q table 13 as parameters for compression by a JPEG compression part 15 is selected according to whether or not the integral value is large or small is selected and transferred to the JPEG compression part 15. The input image signal is delayed in a field memory 14 by 16ms of the NTSC system corresponding to one field up to the transmission of the integration result from the two-dimensional high-pass filter 11 and transferred to the JPEG compression part 15 through the Q table 13, and then time adjustments are executed so that the input image signal is supplied. The JPEG codes compressed by the JPEG compression part 15 are controlled to less than a certain value at all times and recorded on a hard disk device 16.
