<p>PURPOSE:To obtain a composition having improved workability and applicability and usable for the production of ultrahigh strength mortar and ultrahigh strength concrete by compounding a cement with aggregate, water and a specific cement dispersing agent in a specific manner. CONSTITUTION:This ultrahigh strength hydraulic cement composition contains cement or a binder composed of a mixture of cement and a finely powdered mixing material, an aggregate, water and a cement dispersing agent to be described below. The unit weight of the binder is 400-1,300kg/m<3>, the water/ binder ratio is 10-30% and the amount of the cement dispersing agent is 0.1-2.0 pts.wt. based on 100 pts.wt. of the binder. This cement dispersing agent is a water-soluble vinyl copolymer obtained by the aqueous radical copolymerization of a monomer expressed by formula I, a monomer expressed by formula II etc., and the ratio of the monomer of formula I to the monomer of formula II, etc., is 45-65 to 8-23 (mol%).
