PURPOSE:To economically and rationally treat developer-containing waste water. CONSTITUTION:Sludge is returned to a first return sludge mixing and aerating tank 17 from a first sedimentation tank 18 and BSK (Bacillus subtilis Kubota) bacteria and living type excessive sludge are injected into the first return sludge mixing and aerating tank 17 and the return sludge, BSK bacteria and living type excessive sludge are mixed and aerated to be returned to at least one of a conditioning tank 15 and an aeration tank 16 and sludge is returned to a second return sludge mixing and aerating tank 20 from a second sedimentation tank 21. BSK bacteria and living type excessive sludge are injected in the second return sludge mixing and aerating tank 20 to be mixed with the return sludge to be aerated and the aerated mixture is returned to a contact aeration tank 19.
