PURPOSE:To input signal cells to a signal processing part with no intervention of an ATM(asynchronous transfer mode) switch and to start up a system or to restart up the system in a phase restart state at a high speed by providing the signal cell extracting parts on the precedent stage of an ATM switch. CONSTITUTION:The signal cell extracting parts 22a-22n are provided on the precedent stage of the ATM switch 21 to extract the signal cells sent from the subscribers. The signal normalizing parts 23a-23n compose the information included in the extracted signal cells and output these pieces of information to a processor 24 after the application of the layer-2 processing. The processor 24 controls the calls based on the information supplied from each of parts 23a-23n. Thus the signal cells can be supplied to the parts 23a-23n and the processor 24 with no intervention of the switch 21. Thus it is possible to omit such processings as the setting of paths for the signal cells, the catch of the VCI(virtual channel number for call identification), the band control, etc.
