<p>PURPOSE:To improve the visuality of reproduced picture quality at special reproduction such as high speed search or slow reproduction with respect to the video signal recording and reproducing device recording and reproducing a video signal through high efficient coding. CONSTITUTION:The device is provided with an inter-frame arithmetic operation circuit 2, a recording and reproducing device 6, an interpolation circuit 7, and an inter-frame reverse arithmetic operation circuit 11, and the inter-frame arithmetic operation circuit 2 applies high efficient coding to data obtained through addition and subtraction between two consecutive frames, the recording and reproducing device 6 records/reproduces the resulting data, and at reproduction, after high efficient decoding is applied to the data, and a reproduction video signal is obtained through addition subtraction at the inter-frame reverse arithmetic operation circuit 11. At special reproduction, the interpolation circuit 7 interpolates a data missing part and the inter-frame reverse arithmetic operation circuit 11 outputs only addition processing data.</p> |
