CONSTITUTION:An impregnating resin varnish 2 is applied to the single surface of an upper base material 1a and the resin varnish is applied to the surface reverse to the coated surface of a lower base material 1b. Alternatively, the resin varnish is applied to both surfaces of the respective upper and lower base materials 1a, 1b.
