PURPOSE:To improve the efficiency by providing a switch circuit to both a sending and a receiving side, replacing the sequence of coding, restoring the sequence and decoding data. CONSTITUTION:A video signal is divided into two blocks by a division circuit 2, each frame is fed to coding circuits 6A, 6B while being selected alternately by a switch circuit 4 and the signal is coded by using a coding parameter from a coding control circuit 8. The data coded by the circuits 6A, 6B are multiplexed by a multiplexer circuit 12 into one data, which are outputted to a transmission line 14, the data are demultiplexed into two coded data at demultiplexer circuit 16, the data are decoded by decoding circuits 20A, 20B and fed to a switch circuit 22. The circuit 22 restores the combination sequence of the blocking and coding having been implemented at the sender side and the data are synthesized at a synthesis circuit 24. Thus, the picture quality of each block is uniform, data storage quantity to each buffer memory is uniformized and the coding efficiency is improved. |
