The fastener is for handlebars (27), which may be pivoted from a travelling position, to a parking position parallel to the front wheel. The handlebars are fastened to a holder (25), which is axaially moveable relative to the steering tube (5). The is a device to lock the handlebars in travelling and perhaps parking position. The locking device consists of toothed rings (39,41), fastened to holder and steering tube. The teeth mesh, and there is also a quick-action tensioner (57) for axial displacement, and at least partial release of the toothing.
