PURPOSE:To improve the processing efficiency of the system control data on the system operating state, the monitoring/recording of the statistic information, etc., by providing a command transmitting communication channel on the frame header area of a transmission frame. CONSTITUTION:A frame header area 11 includes a frame synchronizing signal (FS) 111 and a transmission control procedure area (SDLC transmission area) 112. An information field 112e in the area 112 includes an identification code area 112p and a system control data area 112q. Then either of the information between primary and secondary station, the information between secondary and secondary station, a polling frame (GAP) and the secondary station state notice is identified by a communication frame 113 through an identification code area 112p provided in the field 112e. In such a case, the system control data between the respective terminal stations can be transmitted and received independently of a packet exchange area. Meanwhile the user data can be transmitted by the exclusive use of the packet exchange area.
