CONSTITUTION:When an emergency state of a disaster or an accident occurs, a type of systems registered in a storage device 8 of a controller 7 is specified from the scale and the stage of the disaster or the accident. Next, in such a way, in accordance with the decided type of system, a calling staff belonging system registered in the storage 8 of the controller 7 is obtained. Then the staff belonging to the decided calling staff belonging system are extracted from among the correspondent staff data base registered in the storage 8 of the controller. Then the corresponding staff are collected.
