PURPOSE:To facilitate judgment on a proposal so as to obtain a proposal suit able to circumstances by selecting a function, stored in the proposal preparing function base of a recovery plan, according to procedure selection knowledge stored with conditions for execution, and executing the function in the proposal preparing function base to prepare a proposal. CONSTITUTION:A basic procedure knowledge base 9 is stored with the thinking procedure of a commander 21 at the planning time of an operation arrangement plan and also a basic procedure knowledge group 90 used at the time of a proposal task 5 proposing the operation arrangement plan. A procedure selection knowledge base 10 is stored with the method of selecting and executing the basic procedure knowledge 90 stored in the basic procedure knowledge base 9 and also a procedure selection knowledge group 100 used at the time of the proposal task 5 proposing the operation arrangement plan. A proposal preparing function base 11 is stored with a function group used at the time of preparing the operation arrangement plan. The basic procedure knowledge 90 is selected from the procedure selection knowledge 100, and the function included in the proposal preparing function base 11 is executed to prepare a proposal. |
