PURPOSE:To suppress the deterioration in voice quality at packet abort in the voice packet system. CONSTITUTION:Each of two sets of communication equipments 1, 2 connected by a communication line is provided with a packet transmission means 14, a packet reception means 15 and a means detecting packet abort. Then a sender side composes a packet including only a voice signal at a layer where the effect onto voice quality is maximized and a packet comprising voice signals of all layers and a receiver side outputs (28) a voice signal included in any packet depending on the presence of packet abort.
